Open Call (Relaunch): Working Group on Internet Community Webradios
Trans Europe Halles (TEH) is reactivating the working group/hub, on digital community media, as a direct follow-up to the work led by RESET! Network, our associate member, regarding Community Webradios advocacy. This hub is open to TEH members, with dedicated coordinator fees secured for 2026–2028 through our Common Spaces project, funded by Creative Europe.
This call is building on research, survey results, and relationships formed in the Working Group activities facilitated by RESET! Network in 2025. The goal is to develop collaborative projects among TEH members working in digital community media and to contribute to the advocacy work in the sector.
What has Happened Until now?
Since 2022, RESET! Network, our associate member, has been researching, mapping, and advocating for internet community webradios across Europe. Their work culminated in a concrete proposal for changes in public policy for the sector, and took the form of a dedicated Working Group on Advocacy for Internet Community Webradios.
Last year, some TEH members joined that working group, a coordinator was chosen, and early research began. The initiative coordinated a survey, which gathered responses to further their research in the sector, and RESET!'s mobility grants made the participant connections possible.
TEH has more resources now to further support this initiative.
What is Common Spaces?
Common Spaces is TEH's ongoing network project (2025-2028), funded by Creative Europe. It aims to transform our network, creating a stronger platform for solidarity and even broader international cooperation. This call is launched as one of the activities of Common Spaces, specifically for our members.
What and Who do we Support Through this Call?
The hub aims to bring together TEH members who run or are developing internet community radio, webradios, podcasting, or other forms of digital community media. It's a space to:
- Share knowledge and experience across the network
- Continue and expand the mapping and research
- Developing the conditions for collaboration among TEH members who run digital community media to start collaborative projects.
- Feed into broader advocacy efforts for the recognition and support of the community radio sector in Europe.
Budget Information
TEH’s co-funding budget for this call will cover:
Coordinator Fees (Community Media Hub / Internet Radio)
- €1600 per year for 2026–2028 (VAT included)
- A contract will be prepared and signed with the coordinator or coordinators*
Mobility support for the coordinator of the HUB/WG of €450 per meeting
A writing fee will be provided to the HUB/WG for one proposal to be submitted by 2028
Joining the HUB/WG
This hub is open to all TEH full and associate members who:
- Run or are developing internet community radio, webradio, or digital community media
- Have an interest in advocacy for the community radio sector
- Want to connect and collaborate across the TEH network
What's Planned for 2026–2027?
- Coordinator selection — The hub will choose its coordinator(s) from TEH members. The role can be shared, and coordinator fees are in place.
- Deepening the research — Building on the survey and mapping done, we'll develop a full capacity-building plan and mapping report, to be completed by September 2026.
- Meeting in person — Mobility support is available for coordinators to attend TEH meetings, with additional grants available if the hub needs to meet separately. We're aiming for a first in-person moment this autumn.
- Developing a joint proposal — The longer-term ambition is to develop a shared funding proposal among hub members, to be completed by 2028.
