ZMINA:Resilience 2025-2028

Creativity, resilience and collaboration - the spirit that defined the ZMINA: Rebuilding 2023-2024 programme continues through to 2025-2028!

After supporting over 100 Ukrainian and international initiatives and distributing EUR 1.4 million in sub-grants in 2023–2024, ZMINA returns! Now with a renewed mission to empower artists, cultural operators and organisations working across borders.

ZMINA:Resilience builds on the success of the previous edition, deepening its commitment to fostering wartime creativity and post-war recovery through art, culture, and collaboration. This new phase will continue strengthening the ties between Ukrainian and European cultural and creative ecosystems, supporting co-creation, mobility, and exchange.

Funded by the Creative Europe programme of the European Union and implemented by Trans Europe Halles members IZOLYATSIA (Ukraine) and Malý Berlín (Slovakia), with the support of Trans Europe Halles (Sweden), ZMINA: Resilience introduces a new round of

  • sub-grants,
  • capacity-building opportunities
  • and networking activities designed to initiatite fresh, new and interesting collaborations across Europe.

Part of a broader EU effort to support Ukrainian culture

In October 2025, the European Commission announced the results of its second special call under Creative Europe, expanding support to Ukrainian culture and creative sectors with a total budget of EUR 7 million. The call was launched in 2024 with an initial EUR 5 million and later increased by an additional EUR 2 million, following the Ukrainian Recovery Conference in July 2025.

The initiative reflects the EU’s continued commitment to stand with Ukraine’s artists, cultural professionals and institutions helping them address both the immediate and long-term consequences of the war while strengthening ties with Europe’s creative community.

Under this special call, 4 large-scale cooperation projects were selected for funding, each playing a unique role in rebuilding and connecting Ukraine’s cultural landscape:

Together, these projects form a comprehensive and collaborative response to the challenges faced by the Ukrainian cultural and creative sectors. They foster resilience, access and international cooperation, ensuring that Ukrainian culture continues to thrive - both at home and across Europe.
