| 2010-02-25 | | Kasarne Kulturpark reopens after basic reconstruction | | Kasarne Kulturpark (Košice, Slovakia) establishes links with other culture
centres in the city, country and the region.
| Following essential repair and maintanence works Kasarne Kulturpark in Košice reopened for public use at the end of 2009. Kulturpark is a priority investment of the project Košice – European Capital of Culture 2013.
By 2013 the converted military barrack warehouses, situated in an old park, are to comprise an incubator for creative industries and arts, gallery and production spaces, spaces for residencies, as well as the multipurpose arts and culture centre already in operation. Since it reopened, the Kulturpark arts centre has been establishing links with other culture centres in the city, country and the region, esp Tabačka Kulturfabrik in Košice, Stanica Žilina Zárečie, and centres in the V4 region.
Over 2010, Kasarne Kulturpark will seek to establish and develop links with other centres in Europe, including for programme exchanges, collaborations and linked residency schemes. In its February 2010 arts programme, Kasarne Kulturpark focussEsed on the presentation of work by artists and creators from the city. This included a screening of short films by a young-and-coming documentary maker from Košice, Peter Beganyi; video installation by the Kassaboys artist collective shown at Prague Biennale 4; and screening of a noir film series in the making set in the streets of Košice called “Looking for Laura”. Apart from these, Kasarne also hosted a theatre production from the TEH member Žilina Zárečie „The young generations’ last historical role“ which critically explores student (dis)engagement in the November 1989 Velvet Revolution.

Let's Talk about Art:
The case of a Georgian activist & author
Thanks to succesful collaboration between four international networks a safe haven was ultimately assured for a Georgian activist and author. Madis Mikkos at Kultuuritehas Polymer sums up a half-year long struggle.
Through the red tape a well known Georgian poet. performance artist and egalitarian activist made it to residency in Estonia and gave a series of impressive performances in culture factories of Tartu and Tallinn. His journey was aided by numerous organisations worldwide, giving many of the involved parties a unique experience in managing the heavy wheels of bureaucracy.
In February 2009 a call for placement was sent to the members of TEH by freeDimensional, concerning a well known Georgian activist and autor. From the very beginning the case stood apart from the regular Artist in Residence affairs, as it involved a backround of threat and suppression to the artist in his home country, demanding immediate action and readyness for political involvement. The many organisations promoting freedom of voice, social justice and human rights involved (including ICORN, freeDimensional and PEN-club Norway) stated the importance and urgency of the matter. The same day Kultuuritehas Polymer expressed its will to accept the refugee/resident.
It took one month to talk the processes over with all the interested parties, including a close friend of the artist in USA and of course the artist himself. We decided on the practical matters of residency, introduced the climatic (snowy) conditions and residency spaces and out went the official Visa invitation. In yet another long month, of which the artist can only tell about the anxiety of waiting, our visitor arrived in the Republic of Estonia.
This, however turned out only to be the beginning of another series of adventures, keeping alert everyone involved. Namely, Zurab, as a resident of a non-EU country, received a short term tourist visa, not intended for the planned 3 month's stay. And with the artist residing in Tartu Culture Factory, his visa expiring in a week, we started a new application for extending his stay up to three months.This included going all the way from explaining the nature of residency to filling new forms, arranging insurances and putting together an impressive schedule of meetings, lectures and performances - because otherways we would have been helpless in front of the invincible argument of the lady at the counter: "if he is a writer, why cannot he sit at his desk at home!"
Achieving the eventual victory we among other actions wrote a concept of artistic residence, got it signed by the chancellor of the Ministry of Culture and sent to the director of the Immigration Office. Also IPen-Club and others contributed with letters of support and on the background we felt the presence of the whole team involved, keeping each other informed on the state of affairs and planning next steps.
Finally, to underline the grotesque nature of bureaucratic logic is a remarkable fact that since July 30, 2009 the requirement of Visa invitation was waived by the Estonian Parliament - surely, the artis was the last person to suffer fully from its constraints!
The relief after achieving the extension was great for all and the artist could hence perform with his poetry on several artistic events both in Tartu and Tallinn (including the opening performance of Culture Factory Festival), travel to the countryside, meet with local authors and prominent cultural figures, write articles and poems and enjoying the residency the way it is intended to - getting familiar to the local culture.
After the two and a half months in Estonia the artist proceeded to the care of ICORN free city network for a two years residency, providing finally the safety and peace of mind needed to work in the field of literature.
I take again a chance to thank everyone involved for constant human and professional support and wish a peaceful and creative residency for the artist in Sweden.

Let's talk about Art: Rural myths
Gavin Stride, director at Farnham Maltings (Farnham, Surrey, UK) suggests we discover a new participative culture to ensure that arts practice in rural England becomes a radical force.

In many people’s minds, art in the countryside is about making services available to communities who cannot easily access them. The arts in rural communities are, however about far more. It may come as a surprise to hear but much of the work being made in rural England is new work, experiments with form and is presented in different ways and times, through new partnerships. It doesn’t call itself ‘radical’ or ‘experimental’ because, like everywhere else, these terms scare the audience. Nevertheless many artists working in rural England are grappling with how to make work that is rooted and contemporary, particular and universal, work that experiments with form and content and connects with artists from around the world. New work is being created across rural England in unexpected ways for appreciative audiences, through a surprising range of partnerships. Indeed, I’m convinced that the future health of our theatre lies, in part at least, in the opportunities for artists and audiences in rural England.
Firstly, working in community spaces demands a partnership that relies as much on the audience as on the performers. The promoting, box office, front of house and marketing is usually undertaken by the community in their space. It is the company who are the visitors. These partnerships are exactly the model being championed by the UK Government and would be the envy of many large cultural organisations. And they are happening, quietly, everywhere.
Secondly, much of the work in rural communities is necessarily broadcast rather than narrowcast because the ‘arts’ audience tends to be small, so companies develop theatre that has the potential to attract the whole community. This search for convivial, inclusive events is one of the greatest strengths of our work. It sees all audiences as ‘new’ and does not require them to come with an existing knowledge or mastery of etiquette. That does not, however, imply any less commitment to quality – poor initiatives always fail. Instead it demands that we remember that popularity and artistic integrity are both critical components of good art. As our new Minister for Culture says ‘the choice between excellence and access is false’ and that ‘the arts hold the ring of our national conversation’.
If we are to take up this challenge then I would suggest we must rediscover a new participative culture. We should be rescuing the ability of people to use their own creativity. We should build surprising partnerships with amateur and professional artists to create and distribute work. And I don’t mean through a revival of community play models, but a reinvention of what a theatrical event can be. We can go far further than that….
Take the Canadian theatre company Mammalian Diving Reflex, whose Haircuts by Children, has professional hairdressers working with a group of 10 year olds for a term prior to a weekend in which residents of local community care and residential homes are invited to act as models for the children in a town centre salon. And the children really cut their hair. And the elderly clients really let them. It is impossible to express the care, trust and mutual respect that this process engenders in both child and adult. As the company says, ‘these children are going to be voting in a few years time; surely we can trust them with a pair of scissors?’ Is it ‘theatre’ – who knows?
Or Rimini Protokoll, from Germany, whose new piece explores the globalisation of labour by asking each audience member to wear headphones and a microphone so that they can be directed around the local area to meet a series of people who recount a story of their journey from another part of the world. Only later do they discover that the person directing them via the headphones is watching their every move on CTV from a call centre in Calcutta. Now that is playing with ideas of a global economy.
And our own production of The Polish Play, which delights in a homespun aesthetic that begins as if nothing is going to happen yet ends at a village dance, that uses YouTube and an old View-master to understand something about ourselves and at which the entire audience stays talking in the hall, for hours after the performance sharing stories, building communities…..
It may be a big ask, but we should work to ensure that arts practice in rural England becomes a radical force, that the value of making work with, as well as for, all parts of the country is held dear, that renewal and experiment is not the sole preserve of the cities and that we rebut the easy characterisation of the countryside as a backward, romanticised place that never really existed.

Let's talk about Art: Back to the Scene of the Crime
Documentary filmmaker and former EVS volunteer Sascha Fülscher is back in Belgrade and reflects on the role Cultural Centre REX has had for her understanding of the Serbian society.
Putin is metaphorically watching the streets of Belgrade. What seemed to be a bad joke to me at first, turned out to be intended more seriously than I thought.
Whilst most of Belgrade – REX Cultural Centre as well – try to get a bit of calm in the shade, Belgrade is packed with tourists these days. Not a very common sight over here. Some of them are leftovers from the Student Summer Games, others come from the recent music festival EXIT in Novi Sad. Suddenly I can study how I must have behaved when I arrived in Belgrade for the first time, with a eight months EVS at REX in front of me, asking for the street "Strahnicka Bana", in street language called "Silicone valley" because of the clientele, and taking snapshots of bombed buildings.
After my time in REX I returned to Sweden to start my studies in documentary filmmaking at the National Film School in Stockholm. Now, that I am finally back in my beloved Belgrade, with the intention to shoot a documentary about the situation of young people here, I long for the refreshingly cool premises of REX. Least for the air condition, but rather because there is someone there, to interpret and explain what's going on in the society, providing the background information necessary for my understanding.
I thought I left Belgrade to become a "student from the countryside" who would return every school holiday. Coming back to Belgrade would be "coming home". And in a way it is. But then again, now being without the backbone of the daily updates and explanations of my former colleagues, I am left to try to interpret the changes around me with the shallow knowledge that I posses. I must admit that I've become ever so much more humble, or disorientated, depending on which way you choose to look at it. Luckily, in documentary film, this is not such a bad thing, as black and white answers are not very favorable. Personal stories, that I have limited influence over, give an understanding of the society and context and leave me with less responsibility for the outcome, in a way.
The film will have a happy ending it seems. I just received the good news that it is now officially confirmed that Serbia is yet another step closer to being on the white Schengen list from 1 January 2010. Although, and in this way I guess I really learnt my lesson being here, I still wouldn't trust that word for being the final one.
